During the early decades of the twentieth century, the U.S. Navy developed contingency plans for potential conflicts against several powers. Plan Gold explored a hypothetical naval war with France, despite the two nations having been allies during World War I. Tensions following the peace negotiations led American planners to consider the possibility of a future transatlantic conflict.
The game focuses on naval operations in the Caribbean Basin, echoing the theater of the undeclared naval conflict between France and the United States during the 1790s.
The module features numerous projected warships never completed due to the Washington Naval Treaty, including Normandie and Lyon class battleships and experimental battlecruiser concepts, alongside alternative U.S. ship designs such as the “alternate Omaha” scout cruiser.
Plan Gold also introduced a simplified ground combat system into the Great War at Sea series through abstract troop-point mechanics.
