Urban Operations – Second Edition is a tactical wargame focusing on modern urban warfare. Players command combined-arms forces operating in complex urban environments, where command and control, logistics, fog of war, close combat and collateral damage are all critical elements.

Originally developed as a training tool for the French National Centre of Excellence for Urban Warfare Training (CENZUB), Urban Operations is designed to reproduce the particular challenges of fighting in built-up areas while remaining a fully playable tactical wargame.

The Second Edition retains the core system of the original game while introducing several improvements, including a revised rulebook incorporating errata and clarifications, new player aids, improved maps and boards for easier line-of-sight assessment, advanced Combined Combat rules and new introductory scenarios.

Scenarios

The game includes 16 scenarios covering a variety of historical and hypothetical situations:

  • Mogadishu, 1993 – six scenarios involving Western forces fighting Somali militia;
  • Fulda, 1985 – six hypothetical World War III scenarios opposing NATO and Warsaw Pact forces;
  • Fallujah, 2004 – US Marine Corps forces;
  • Basra, 2003 – British forces;
  • Grozny, 1999 – Russian forces.

The Second Edition also includes new introductory scenarios designed to make learning the game easier by using only one section on each side.

Game System

Urban Operations models many of the key challenges of modern urban combat:

  • chain of command;
  • logistical support;
  • combined-arms coordination;
  • infantry, armour, engineers and artillery;
  • close-quarters combat;
  • fog of war using wooden blocks to represent units;
  • hidden information;
  • the effects of buildings and urban infrastructure;
  • friendly fire;
  • collateral damage;
  • civilians, obstacles, unexploded ordnance and hazardous substances.

Scenario objectives can include controlling buildings or areas of the battlefield and destroying enemy units. Civilian casualties and collateral damage can negatively affect a player's victory level.
